Consultation on developing renal dialysis services in the east of England
Consultation runs 16 December 2009 to 8 March 2010

The East of England Specialised Commissioning Group which commissions specialist services in the east of England has launched a consultation on developing renal dialysis services in the region.  The Group is asking patients, the public and NHS staff to give their views on plans to improve renal dialysis services.  They have organised a series of events across the east of England where people will have the chance to speak to renal patients, specialists and commissioners about the proposals. The event being held in our area is on Monday, 1 February from 2pm to 4pm at Colchester Hospital.

The proposals, which focus on three types of renal dialysis treatments (haemodialysis, peritoneal dialysis and home therapies), suggest new sites for renal units in the areas of greatest need as identified by clinicians.  The aim is to make services more accessible as well as meet the future needs of the population.

The East of England SCG would like to hear what you think of the proposed locations of the new services and also help them to develop services for the future by telling them what you think matters to patients.

The NHS Constitution - A consultation on new patient rights

The NHS Constitution, published in January this year, brought together in one place what the NHS does, what it stands for and the commitments it should live up to. It describes the values and enduring principles of the NHS.

The NHS Constitution is an evolving document, which reflects the expectations people have of the NHS, and there will always be an open and transparent debate on any changes to it.

The progress in reducing waiting times for elective care and for access to cancer specialists gives us the opportunity to turn these achievements into rights for patients, locking in the improvements the NHS has made. Further than this, if it is not possible for an individual to be treated within the expected waiting times, it is proposed that the NHS does everything within its power to offer that patient a range of alternative providers where they could be treated sooner.

This consultation also proposes that our commitment to the NHS Health Checks programme, which assesses an individual’s risk of heart disease, stroke, diabetes and kidney disease, becomes a right for all people aged 40 to 74. This will ensure that everyone who stands to benefit from the programme will be guaranteed the opportunity to take part.

The consultation document also welcomes views on areas where we believe we will soon be able to offer rights, such as dentistry, evening and weekend access to GPs, personal health budgets and the ability to choose to die at home. In September, the Prime Minister announced the intention to develop rapid access to diagnostic tests. More detail is provided within the consultation document of what a right to those tests would mean.

Your views are welcome on all these areas. The NHS belongs to us all and its Constitution is designed to reflect what matters. This is a chance to help shape the future of the NHS Constitution and how it will benefit us all.

Our Single Equality Scheme sets out our general approach and the specific action we are undertaking to deliver diversity and equality across the organisation and the area in which we operate.  Diversity and equality, for us, includes everyone, and takes account of age, disability, race, gender, sexual orientation and religion.

This is a flexible and live Scheme.  We will add to and amend it in the light of experience and lessons learnt.  Key to this are the views of the people we serve and work with, including all our patients, staff, service users and members of local communities.  Consultation and participation is an essential part of the process, and we are asking for your feedback and views on the Scheme.

Pancreatic Cancer: Services to improve survival in the East of England

The East of England Specialised Commissioning Group has consulted on behalf of the five primary care trusts in the East of England on a proposal to improve pancreatic cancer services in the East of England.

Improving specialist care for newborn babies - we need your views

We need your views on our proposals and plans for a purpose-built GP surgery at Elm Tree Avenue, near The Triangle, Frinton and Branch Surgery in Walton  
February 9 - May 4 2009

The Walton GP Practice is planning to have a new GP surgery built at Elm Tree Avenue near The Triangle, Frinton.  The existing Kirby Cross surgery will close.  It is one mile from the Kirby Cross surgery to the new site.

The new GP surgery will be purpose built and will be the main surgery.  The new building will enable the GP practice to offer more local services for its patients.  There will continue to be a branch surgery in Walton town (this may not be the current site) which will have a doctor and nurse sessions, five days a week, morning and afternoon.  The branch surgery in Walton town will provide all routine services.  Home visits will continue as before and will be based on clinical need.  Please refer to the Consultation Document for full details:  We need your views (Adobe Acrobat - 165 Kb)

Developing new healthcare facilities in West Mersea through LIFT

The West Mersea GP practice has 4 GPs providing services to people across West Mersea and Mersea Island.  The current surgery does not provide adequate facilities from which to deliver existing services and is too small to support further service development.  There is no scope for expansion and no on-site parking for staff or patients.

Developing new healthcare facilities in Wivenhoe through LIFT

The GP practice in Wivenhoe has five GPs who provide services to 10,000 people.  The current surgery is not a purpose built surgery and does not now provide an adequate facility from which to deliver existing services.  It is too small to support further service development and has no scope for expansion.

North Essex Day Services Modernisation Review

Consultation on The NHS Constitution

The NHS is the world's largest publicly funded health service.

The draft NHS Constitution now records in one place what the NHS does, what it stands for and what it should live up to.  It sets out principles to guide how all parts of the NHS should act and make decisions.

The Government will be required by law to renew the NHS Constitution every 10 years, with the full involvement of the patients who use the health service, the public who fund it and the staff who work in it.  All NHS organisations will be required to take account of the NHS Constitution in the decisions that they make.

For any family, having a baby that needs special or intensive care is possibly one of the most stressful experiences in life.

The NHS organisations in Essex are working together to make sure that babies and families get the best possible life-saving care in local hospitals, and the best access to the highest level of specialised care if they need it.

We needed your views, for example, about care, facilities and family support.  These will be used as part of the review of services in Essex, leading to proposals for public consultation in October 2008.

We were particularly interested in hearing from people who may have been through an experience in neonatal intensive care.  We also needed the views of staff who work within or close to neonatal services.

Towards the best, together
A clinical vision for the NHS in the East of England, now and for the next decade

Every NHS organisation in the east of England asked clinical staff to answer two questions.  What is the best possible service the NHS can provide, and how can we get there?  It is the work of these 200 plus clinicians, staff, stakeholders and patients that is the vision, Towards the best, together.

It is a vision that is clinically led, evidence based, and patient centred.  It makes proposals for improvement across the whole NHS, from before birth for expectant mothers to after death for bereaved families, touching all our lives along the way.

The proposals offer a clear and sustainable future for all Acute Trusts continuing to provide A&E and maternity services.  It sets out how the NHS will respond to patients' desires for care closer to home by localising services where possible, but clearly makes the case for centralisation of some complex care to save more lives.  It identifies where investment is needed in more staff, including hundreds more midwives and clinical psychologists.  It puts in place changes to ensure the NHS becomes a prevention and wellness service, stopping illness and disease, including mental health, before it strikes, as well as world class care when the worst happens.  And it ensures the NHS pays due respect to patients as individuals, treating them as people not diseases or a case number, including when people enter the last year of their life.

These changes will set the NHS on a course Towards the best, together over the next decade as well as delivering on the Improving Lives; Saving Lives pledges made over the next three years.  A strategy for now, and for the next decade.

The East of England Strategic Health Authority issued a press release following their Board meeting in September 2008.  The final document will be written in November with all of the revised recommendations, and also an implementation plan.

NHS North East Essex is to provide a new GP-led health centre for its residents.

Following a detailed option appraisal project, the Colchester Primary Care Centre (PCC) in Turner Road, Colchester was selected as the location for this PCT's new GP-led health centre.

Certain core services must be provided at the new GP-led health centre while additional services can also be provided.  One of the core services is a GP-led walk-in service.  As a result, the PCT considered the viability or need to continue with the existing nurse-led Colchester NHS Walk-in Centre located at Middleborough.

The purpose of this consultation exercise was to seek the public's views.  In particular:

  • the nature of possible additional services at the new GP-led health centre
  • the incorporation of the existing Colchester NHS Walk-in Centre in the new GP-led health centre
  • the relocation of the out-of-hours service


This was also an opportunity for the public to comment on these proposals in general.

Following the eight-week consultation, the PCT Board have agreed that the new centre, to be located at Colchester Primary Care Centre in Turner Road, will incorporate the existing Colchester NHS Walk-in Centre and GP out-of-hours service currently located at Middleborough, Colchester.

All views expressed during the consultation were considered very carefully and included in the final consultation analysis.  As a result, a number of actions will be taken by the PCT.  Further information can be found on the press release.

Making healthy choices: Our commitments to you

The ultimate aim of our vision (what we aim to achieve) and our plans (for achieving our vision) is to improve the health of the population of North East Essex, an area covered by Colchester Borough Council and Tendring District Council.

There was strong support for the PCT's main priorities, but changes were made as a direct result of the 591 responses received.  The biggest single change was to add a ninth commitment 'To improve the health and well-being of children and young people' covering many areas such as obesity, teenage pregnancy, smoking, dental care and alcohol and drug abuse.
