Under this class, the PCT will provide the following information
1.1 How we fit into the NHS structure - Both outline and detailed information about the role and responsibilities of the authority.
1.2 Organisational structure - Corporate governance information including details of board members and other key personnel. Explanation of the internal structure of NHS North East Essex and how the structure relates to roles and responsibilities.
1.3 Lists of, and information relating to, organisations with which the authority works in partnership - This information need be only sufficient for the purposes of identifying the relationship between these bodies and NHS North East Essex.
1.4 Senior staff and management board members - Identification of, responsibilities of and biographical details of those making strategic and operational decisions about the provision of the services of NHS North East Essex.
1.5 Location and contact details for all public-facing departments - If possible, named contacts should be given in addition to contact phone numbers and email addresses.
The National Health Service (NHS) is a very large part of the public sector. Authorities and Trusts are the different types of organisations that run the NHS at a local level. The whole of England is split into 10 Strategic Health Authorities (SHAs). These organisations were set up to develop plans for improving health services in their local area and to make sure their local NHS organisations were performing well.
Within each SHA, the NHS is split into various types of trusts that take responsibility for running the different NHS services in your local area.

The strategic direction of NHS North East Essex is guided by the Department of Health and the principles set out in the NHS plan. The Department of Health website can be found at http://www.dh.gov.uk/Home/fs/en which has links to key national strategies that guide the NHS nationally.
NHS North East Essex has a statutory responsibility to plan services for the people it serves. In order to do this effectively and to ensure that our plans are transparent and available to all our staff as well as the public, we produce a series of documents on an annual basis. These documents can be divided into two main areas:
(1) Planning documents that demonstrate how we will achieve the Government's targets and how we will develop our services within the strategies outlined by the Department of Health,
(2) Performance reports that demonstrate the risks associated with achieving these strategies and how we will perform as a trust.
Underpinning all of these is the strategy of NHS North East Essex. This is based on the Three Year Local Delivery Plan and forms an accessible route into the heart of strategic and business planning. As part of this we include work that is underway and planned over the coming months and demonstrate the effect these plans will have on internal and external business within the organisation.
In addition we produce Estate Strategies, Clinical Governance Plans, a Public & Patient Involvement Strategy and a variety of other temporary and long term plans.
The health community of Essex is divided into five PCT areas. NHS North East Essex was established in October 2006 (combining the areas covered by the former Colchester and Tendring PCTs), and it provides healthcare services, either through direct provision or commissioned from other organisations.
Directly provided services include health visiting, district nursing, school nursing, child health services, continuing care service, continence service, community liaison nurses, a diabetic facilitator and urology nurse.
Dentistry and community dental services for the geographical area covered by Colchester Borough Council and Tendring District Council are also provided, along with a wide range of Public Health Services such as smoking cessation and sexual health.
NHS North East Essex has responsibility for the provision of community services, for the development of working arrangements with primary care services and for the commissioning of secondary care (specialist services that may be either community- or hospital-based).
Within the geographical boundaries of North East Essex, the majority of secondary care is provided by Colchester Hospital University NHS Foundation Trust. Ambulance and paramedic services are provided by the East of England Ambulance Service, Essex Area. Mental health services are provided by North Essex Partnership NHS Foundation Trust. Our Learning Disabilities Service covers West, Mid and North East Essex.
The accountability for health services within Essex rests with the individual organisations and ultimately the East of England Strategic Health Authority, which reports directly to the Department of Health. For certain aspects of planning and performance management, however, the PCTs themselves are directly accountable to the Department of Health.
NHS North East Essex has close working relationships with the 44 GP practices in our area. Details of these can be found at http://www.nhs.uk/. A number of GPs and other health professionals serve on our Professional Executive Committee, details of which can be found later in this class.
The trust also hosts the Essex Contractor Services function. This is a service that makes payments to GPs, pharmacists, optometrists and dentists across Essex.
The Board oversees the work of the organisation. The members of the Board include six lay people and six executive directors who have voting rights and legal responsibility for overseeing the work of NHS North East Essex.
The Non-Executive Directors
The Non-Executive Directors are lay people who live in the local community.
The Clinical Cabinet is the main forum within the organisation for clinical involvement and participation, giving clinical direction to NHS North East Essex and dealing with service developments. Its membership includes representatives of healthcare professionals, GPs, Social Services and patients. All of these members have voting rights. The committee meetings are both formal and informal and take place on a monthly basis.

The Board meets publicly bi-monthly, usually on the last Tuesday of the relevant month. Details of the meetings can be found on this website. Members of the public are welcome to attend the public sessions of Board Meetings and public participation is invited during the meetings.
The Board delegates some of its functions and responsibilities to sub-committees, including the Professional Executive Committee.

1.3 Working partnerships with non NHS organisations
NHS North East Essex is committed to working in partnership with a wide variety of partners across the community which includes local authorities, other NHS trusts and the voluntary sector, in order to plan and implement policy and service development in areas of shared interest. In doing so, we are guided by national policy and by national and local priorities as in, for example, National Service Frameworks, Local Development Plans, Colchester Cornerstone.

Local Strategic Partnership (LSP)
The main driver for joint working is the LSP, which also manages the Neighbourhood Renewal Fund (NRF). NHS North East Essex is a full member of the LSP and provides a voting member and full officer support.
NHS North East Essex, through the Chief Executive and Director of Public Health, has close working relationships with all local government at chief and senior officer level.
